With a population-level real world dataset that’s robust, representative, and scalable, we can harness real world data to navigate real world challenges.

Greater Manchester has the critical success factors needed for a thriving health and life sciences innovation ecosystem:

Greater Data is powered by a comprehensive, linked dataset, which combines primary care , secondary care, laboratory, and social care data, linked through GM technical infrastructure including the GM Care Record, Secure Data Environment (SDE) and Analytics and Data Science Platform (ADSP), with permissions to incorporate national and local datasets where appropriate.

The Secure Data Environment (SDE) in Greater Manchester is an essential enabler for Greater Data. SDEs are highly secure computing environments that provide access to de-identified health data to use in health and care research.

Utilising de-identified primary care data from the GM Care Record, linked with other key datasets (e.g. secondary care), the SDE provides the infrastructure and analytical tools for clinical trials, real world studies, translational research, epidemiological studies and health systems research here in Greater Manchester for the benefit of our citizens.

 

 

Governance and Data Access

Decisions about access to GM data are made by GM people. Robust governance ensures that every data‑access decision is safe, ethical, and aligned with the needs of Greater Manchester.

Data access applications are considered by expert data controllers, public representatives and academics – who are equipped to apply local insight, collective scrutiny and system‑wide perspectives. In this way, the governance model ensures accountability that decisions are proportionate, trusted and grounded in the needs of the GM population.​

Public participation brings real community perspectives into decision‑making, helping to shape how data is used and ensuring all research benefits the people of Greater Manchester. By working openly with residents, involving patient voices, and communicating clearly, data is handled responsibly and for the public good – strengthening trust and supporting better health outcomes across GM.

All applications to access data from GM health data assets are governed by the GM Data Access Committee (DAC), with input from the GM SDE Applications Review Group (ARG), GM SDE Citizen Advisory Panel (CAP) , and the GM Primary Care Provider Board Data Controllers Group (PCB DC Group).

The Health Innovation Manchester Board
The Board is an independent, system‑level governing body made up of the most senior leaders across Greater Manchester – bringing together the NHS, universities, local authorities, the GM Combined Authority, major NHS providers, and non‑executive leaders from global life sciences and medtech.

The Board provides strategic oversight of our vision, priorities and plans, ensuring alignment with the wider GM health and care strategy, academic strengths, and economic ambitions.

They hold HInM accountable for delivering impact, oversee progress against strategy, and ensure that innovation is aligned with population health needs and system requirements
