Health Innovation Manchester Unveils Strategic Refresh to Drive Real-World Impact Across Greater Manchester

Health Innovation Manchester has today published its refreshed business strategy, “Innovation with Impact”, outlining its priorities for delivering health innovation across Greater Manchester reflecting the evolving health and care landscape.
Health Innovation Manchester (HInM) is a place-based innovation organisation formed by the health and care, civic and academic leaders of Greater Manchester (GM) with a vision “to be world leading in improving the lives of local people, transforming care and boosting the economy through innovation”.
Some of HInM’s most notable work recent includes joining up health and care information via the GM Care Record for all 3m citizens; leading the development of the GM Secure Data Environment for research; securing £15m in Innovate UK and industry funding for programmes in advanced diagnostics and genomics; and deploying novel industry-led therapies at scale to effectively treat high cholesterol in at risk groups.
A refreshed strategy for a changing landscape
Across the NHS and life sciences sector, there is renewed urgency to improve outcomes, shift towards prevention, and ensure innovation is adopted faster and more consistently at scale, notably with the publication of the recent 10-Year Health Plan and the Life Sciences Sector Plan.
Greater Manchester is uniquely positioned to respond to this moment. With a diverse population of over three million people, mature integrated care, rich longitudinal data assets and a strong culture of collaboration, the city-region offers a powerful testbed for innovation that works in the real world.
This refresh reflects how both the environment and HInM’s role have evolved – not just to connect partners, but to enable delivery and help the system move from promising ideas to measurable impact. As well as supporting industry and innovators to work with the NHS in ways that are trusted, scalable and sustainable.
The refreshed strategy brings sharper focus and greater clarity. It priorities the areas where HInM can make the biggest difference, strengthens its role as a system partner and commercial catalyst, and aligns work more explicitly to national policy, local priorities and long-term financial sustainability.
HInMs refreshed strategic objectives:
The refreshed objectives build directly on HInM’s existing strategy, retaining its core ambition and strengthens areas where HInM already has momentum in population health, data, partnerships and delivery at scale, and more clearly defines its role in AI-enabled transformation, NHS adoption and productivity, real-world evidence, and economic growth.
Objective 1: Improve lives and outcomes for Greater Manchester people by accelerating population health impact at scale.
Objective 2: Position Greater Manchester as a globally recognised place of choice for industry-led innovation, delivering inclusive economic growth through Greater Data, AI and real-world evidence
Objective 3: Optimise digital, data and AI to improve care quality, productivity and workforce sustainability at scale.
Objective 4: Evolve HInM into a high-performing, AI-enabled organisation able to lead and deliver innovation at greater pace and scale.
Delivering Impact Over The Next Five Years:
The ambition for the future is that health innovation will be embedded in how care is delivered, how investment is attracted, and how outcomes for local people are improved. For citizens, this means better health, earlier diagnosis and equitable access to innovative treatment. For the NHS, this will mean a more productive, data-enabled and financially resilient system. And for the economy, GM will be recognised as a leading UK hub for data-enabled life sciences and AI innovation and attract investment.
Introducing Greater Data: A real-world data and innovation service for industry and academia
To support the health innovation ambitions for GM, HInM is launching Greater Data, a data-led innovation service for industry and academia. Greater Data combines world-class data and insights to accelerate market access, improve health outcomes and drive real-world impact.
Through deep system connectivity, Greater Data will bring data, insight and lived experience together to reimagine pathways and redesign services for those that need it most. Harnessing digital, data and user-led design with patients and clinicians, it will coproduce new models of care and pathways for effective deployment, transferrable across the UK and beyond.
