Transforming Adult Social Care in Greater Manchester

Greater Manchester has led the way in modernising adult social care through the Digital Social Care Record (DSCR) Adoption Project, funded by NHS England under the Digitising Social Care programme.
With a total investment of £2.41 million between 2023-2025, this initiative exceeded its ambitious goal -empowering care settings targeted to adopt digital records.
The result?
221 care homes now digitally enabled, with reductions in cost of paper purchase and storage and reduction in staff time in administering paper service user records reported. And its early days with greater benefits and impact expected over time.
The project’s successful delivery was made possible through a collaborative effort: commissioned by NHS Greater Manchester, enabled by Greater Manchester Combined Authority through grant payment mechanisms, and project managed by Health Innovation Manchester.

- 221 care settings (94.7%) received a grant and adopted DSCR systems across GM, against a target of 80%

“As a senior manager at Future Directions CIC, I’m proud to say that adopting a Digital Social Care Record (DSCR) system has been a major milestone for us. We had been exploring digital options for some time, especially in light of the government’s push towards digitalisation. The DSCR funding opportunity enabled us to accelerate this transition, and it has brought significant benefits across the organisation.
With over 900 staff, this was a large-scale change project, and thanks to the grant, we’ve been able to roll out Nourish across our services. Already, we’re seeing the impact—staff now have access to timely, real-time information, which supports more proactive support/ care and quicker interventions. Staff appreciate the shift from end-of-day note writing to real-time recording, which not only saves time but improves accuracy.
Looking ahead, we’re continuing to explore how technology can enhance our services even further, particularly in integrating systems across different areas of our organisation. That time is now being spent where it matters most: with our residents.
The support from Greater Manchester colleagues throughout the application process was exceptional. Even though it was a new process for us, it was straightforward and well-communicated, with help always on hand whenever we had questions.
Feedback from staff, residents, and families has been overwhelmingly positive. Staff have found the system easy to use and efficient, while families have commented on seeing more staff available on the floor rather than tied up in the office. The shift to digital has truly enhanced the quality of care we provide.
We’re now looking at further digital opportunities and continuing to build staff confidence through training and peer support to ensure we maximise the system’s potential.”

The DSCR programme has not just improved current services—it’s laid the groundwork for wider health and social care integration in the region. With connected records and digital infrastructure in place, Greater Manchester is now positioned to innovate further in population health, care planning, and preventative services.

As the programme concludes, the legacy continues. Adult social care providers are now part of a growing digital ecosystem—delivering better, safer, and more efficient care every day.
